Under the legacy Petroleum Act framework, drilling and production activities in Nigeria’s upstream sector are supported by subsidiary regulations issued by the regulator (now NUPRC). The instruments below are published on the official NUPRC website and amend technical, operational, and reporting requirements for licensees.

Petroleum Drilling and Production Amendment Regulations 2019
This 2019 amendment package updates drilling, workover, production, measurement, and reporting obligations to align field practice with current safety and conservation expectations. It is commonly referenced alongside field development programmes, well integrity submissions, and production accounting returns.
Petroleum Drilling and Production Amendments Regulations 2020
The 2020 amendments further refine drilling and production rules—including clarifications and additions that operators must reflect in permits-to-drill, production operations, and regulatory filings. Together with the 2019 instrument, they form the key post-Act drilling and production regulatory layer still cited for many legacy assets during the transition to the PIA regime.
